Shell's Dual Front: Expansion Drive Meets Escalating Legal Pressure

Shell's operational momentum is clear, yet a fresh legal challenge from climate activists threatens to cast a shadow over its strategic pursuits. The energy giant finds itself navigating a complex landscape where ambitious growth projects collide with intensifying demands for a faster transition.
On the operational front, Shell is advancing on multiple continents. In West Africa, the company has secured a significant exploration agreement with Sierra Leone’s petroleum directorate. The deal grants Shell rights to investigate offshore blocks spanning over 20,000 square kilometers, an area where reliable geological data is currently scarce. The move aligns with Sierra Leone's efforts to revive its resource sector through international partnerships, following a similar pact signed with Eni last year.
Simultaneously, in North America, the Shell-led LNG Canada project is nearing full capacity. The Kitimat facility is projected to export approximately 1.09 million tonnes of liquefied natural gas in April, equivalent to about 15 cargoes. This output represents 93% of its monthly capacity, buoyed by strong demand for North American LNG as buyers seek alternatives amid supply constraints, particularly from Qatar.
Financially, the company's stock has been a strong performer, trading around €38.20 and marking a gain of almost 19% since the start of the year. This strength is supported by a robust share buyback program; on April 21 alone, Shell repurchased roughly 1.3 million of its own shares for cancellation, with this tranche of the program running until May 1.
However, this operational progress is set against a backdrop of mounting legal pressure. The Dutch environmental group Milieudensie filed a new lawsuit against Shell on Tuesday, demanding an immediate halt to all new oil and gas projects and stricter emissions targets. The activists point to approximately 700 untapped oil and gas fields in Shell’s portfolio, arguing that developing them would consume tens of billions. Shell has dismissed the case as "unrealistic and fundamentally misplaced," arguing it ignores the ongoing role of oil and gas in the energy system.
Should investors sell immediately? Or is it worth buying Shell?
This lawsuit opens a second legal front. A separate, earlier climate case against Shell is proceeding to the Dutch Supreme Court, with a hearing scheduled for May 22.
The coming weeks present a critical test. Shell will report its first-quarter results on May 7, with a trading update already signaling significantly higher profits in its oil trading division, offset slightly by lower gas production due to issues in Qatar. Shortly after, on May 23, shareholders will gather in London for the Annual General Meeting, where they will vote directly on the company's energy transition strategy.
Looking ahead, a major strategic milestone looms later this year: Shell plans to make a final investment decision on the second phase of the LNG Canada project. A positive decision could double the facility's production capacity. Beyond traditional fossil fuels, Shell is also testing new revenue streams, such as bio-LNG. The Shell-chartered vessel New Frontier 1 recently completed a bunkering operation with the alternative fuel near the Canary Islands, part of efforts to decarbonize the maritime sector.
Analyst opinions on the stock remain mixed. BNP Paribas recently downgraded Shell to "Neutral" from "Outperform," citing limited near-term upside and setting a price target of $101. In contrast, TD Cowen maintains a buy recommendation, highlighting strong earnings from oil trading and chemicals, with a slightly reduced target of $110.
