Amazon's Strategic Pivot: Building a Self-Reliant Delivery Empire

Amazon is executing a dual-pronged transformation of its delivery infrastructure, signaling a decisive move toward complete logistical independence. The company is simultaneously launching ultra-fast delivery services across the United States and preparing to significantly scale back its long-standing partnership with the U.S. Postal Service (USPS).

Accelerating Delivery Speeds Nationwide

Beginning March 17, the e-commerce giant introduced new one-hour and three-hour delivery options in select U.S. markets. The three-hour service is accessible in approximately 2,000 cities and towns, with the one-hour option available in hundreds of those locations. This service encompasses over 90,000 items, ranging from cleaning supplies and over-the-counter medications to apparel and toys.

Pricing is structured to incentivize Amazon Prime membership. Prime subscribers pay $9.99 for one-hour and $4.99 for three-hour delivery. Non-members face considerably higher fees of $19.99 and $14.99, respectively.

To facilitate this expansion, Amazon has upgraded its existing same-day delivery network rather than building an entirely new system. The company has enhanced these facilities with dedicated workstations, new labeling technology, and optimized operational processes. According to Neil Saunders, a retail analyst at GlobalData, this advancement strengthens Amazon's competitive edge against brick-and-mortar retailers like Walmart, which also focus on rapid store-based fulfillment. This follows the December pilot of "Amazon Now," a separate service promising sub-30-minute delivery for groceries and household essentials.

Redefining the Partnership with USPS

Concurrently, reports from the Wall Street Journal indicate Amazon plans to reduce its package volume handled by the USPS by at least two-thirds by this fall. This timing aligns with the expiration of the current delivery contract in October. Last year, the USPS managed over one billion parcels for Amazon, accounting for roughly 15% of the agency's total domestic package volume. The USPS reported a net loss of $9 billion for the 2025 fiscal year.

Amazon has contested this characterization. A company spokesperson stated that negotiations have been conducted in good faith for over a year, with the intent to increase, not decrease, volume with the postal service. However, the spokesperson acknowledged that Amazon must prepare for all potential outcomes of the ongoing bidding process.

The core challenge lies in geographic coverage. Amazon still relies on the USPS for 30% to 40% of its rural delivery routes, as servicing these areas with its own network has historically been cost-prohibitive. To bridge this gap, Amazon has committed to investing more than $4 billion to expand its rural delivery infrastructure by the end of 2026.

Sustained Capital Expenditure Amid Transformation

This logistics overhaul occurs during a period of substantial capital investment. Amazon has outlined total planned investments of $200 billion for 2026, a figure prompting increased investor scrutiny regarding expected returns. For the full 2025 fiscal year, Amazon reported net revenue of $716.9 billion, a 12% year-over-year increase. The operating income for the most recently reported quarter rose to $25.0 billion, up from $21.2 billion in the comparable prior-year period.

The results of the USPS contract bidding are anticipated in the second quarter. The ongoing negotiations carry significant implications for both parties. The USPS risks losing a substantial portion of its parcel business, while for Amazon, this represents the next critical step toward achieving a fully self-sufficient delivery network.
