Its robotaxi subsidiary, Zoox, has announced a significant expansion of its testing operations into two new major U.S. metropolitan areas: Dallas, Texas, and Phoenix, Arizona. This move brings the total number of American cities hosting Zoox's autonomous vehicle (AV) initiatives to ten, underscoring Amazon's systematic effort to build a comprehensive, AI-powered transportation network.
Strategic Test Environments and Regulatory Landscape
The selection of Dallas and Phoenix is deliberate, offering distinct challenges absent from existing coastal testbeds like San Francisco or Seattle. These new locations present expansive road networks, extreme desert heat, and pervasive dust, creating a rigorous proving ground for sensor arrays, battery systems, and AI algorithms under conditions difficult to replicate elsewhere.
Arizona, with its flat terrain and predictable weather, has long been a favored testing hub for the AV industry, partly due to a historically accommodating regulatory environment. For Zoox, this marks its inaugural entry into the state. The initial phase will utilize manually driven Toyota Highlander SUVs to gather detailed local mapping data. Following this data collection, autonomous testing with the same vehicle models will commence, paving the way for the eventual deployment of Zoox's purpose-built, steering-wheel-free robotaxis.
Building Operational Scale Amidst Regulatory Hurdles
Concurrent with the geographic expansion, Zoox is establishing new operational depots in both cities and a centralized "Fusion Center" in Scottsdale, Arizona. This facility will act as a command hub for fleet management, remote assistance, and driver support. The company states this infrastructure build-out is expected to create several hundred new jobs.
The primary obstacle remains regulatory approval. Zoox's core vehicle design, which lacks traditional controls like a steering wheel and pedals, still requires crucial exemptions from the U.S. National Highway Traffic Safety Administration (NHTSA) for commercial deployment. To date, the company has only secured a permit for public demonstration rides. A genuine, revenue-generating service cannot launch until these necessary federal approvals are granted.
Within the competitive landscape, Alphabet's Waymo maintains a leading position, currently completing approximately 450,000 paid rides weekly and continuing its own expansion. Zoox reports it has accumulated over one million autonomous miles and transported more than 300,000 passengers—a solid foundation, yet still distant from commercial scale.
Amazon's Financial Backdrop: Robust Growth and Heavy Investment
The expansion occurs against the backdrop of strong operational performance from Amazon. For 2025, the parent company reported a 12% increase in revenue to $716.9 billion, with earnings per share climbing 30%. Its cloud division, Amazon Web Services (AWS), remains the most profitable growth engine, posting a 24% year-over-year revenue increase in the fourth quarter of 2025.
Simultaneously, Amazon has outlined ambitious capital expenditures of roughly $200 billion for 2026, predominantly directed toward AWS. This figure substantially exceeded analyst forecasts and highlights the company's deep commitment to AI infrastructure investment. However, free cash flow has seen a notable decline, dropping from $47.7 billion in Q3 2024 to $11.2 billion in Q4 2025, a trend likely to capture investor attention.
