This operational progress, however, stands in stark contrast to the company's performance on the capital markets, where investor sentiment remains cautious. The market is currently placing greater emphasis on the short-term costs associated with the company's restructuring than on the advances being made in its core intelligent transportation systems business.

Market Performance and Investor Sentiment

Despite the operational milestone, Rekor's shares are experiencing pronounced selling pressure. On Wednesday, the stock touched a new 52-week low of €0.64, representing a single-day decline of nearly eight percent. Since the start of the year, the equity has lost approximately 47 percent of its value. Market observers attribute this weakness to lingering uncertainty over restructuring expenses, which are expected to continue weighing on results through the first half of 2026.

A Year of Financial Discipline and Improved Metrics

The 2025 fiscal year was characterized by a focus on financial discipline for Rekor. Total revenue saw a moderate increase of five percent, reaching $48.5 million. The company's backlog, measured as Remaining Performance Obligations, told a more dynamic story. It ended the year at $25.9 million, a figure nearly 80 percent higher than the prior year.

Profitability metrics showed marked improvement, driven largely by a strategic shift toward higher-margin software solutions. The adjusted gross margin expanded significantly from 49 percent to 56 percent. Management also succeeded in reducing the adjusted EBITDA loss by 38 percent to $18.1 million. This improvement was primarily the result of a concerted effort to lower operating costs by about 20 percent, aligning the company's cost structure more closely with its current revenue level.

Strategic Shifts and Their Immediate Impact

To accelerate development cycles, Rekor has consolidated its global engineering capabilities, relocating product development operations from Israel to the United States. While this strategic move resulted in a one-time, non-cash impairment charge of $3.8 million, it is designed to significantly enhance responsiveness to customer needs in the crucial U.S. home market.

The company also announced a leadership change within its board. A long-tenured executive board member has transitioned to lead the newly established "Rekor Labs" initiative, which will specialize in deepfake detection technology.

Scaling Plans and Future Outlook

Looking ahead to the second half of 2026, Rekor is preparing to scale its sales operations. This planned expansion is built upon ongoing pilot projects with U.S. state transportation departments. These include a 150-unit system deployment in Florida and expanding activities within the state of Georgia. In the interim, the company aims to normalize its research and development expenditure to a level representing between seven and ten percent of gross revenue.
