Regulatory Moves and Protocol Potential Shape Coinbase's Trajectory

The outlook for Coinbase is currently being framed by two distinct developments: potential legislative progress in the U.S. capital and the measured initial adoption of its proprietary payment protocol. Each holds the power to influence the company's long-term business model, albeit in potentially divergent directions.


x402 Protocol: Ambitious Vision Meets Early Reality


Separately, Coinbase's x402 protocol for stablecoin micropayments gained momentum this week. The identity project World, co-founded by Sam Altman, integrated x402 into its new AgentKit toolkit, designed to enable AI agents to function as verifiable economic actors. Payment processor Stripe has also incorporated the protocol to allow autonomous agents to receive direct USDC payments.


On-chain data, however, presents a more sobering picture. Despite an ecosystem valuation of approximately seven billion dollars, the x402 network is currently processing only about $28,000 daily, according to an Artemis analysis. A significant portion of this volume originates from test operations and artificially generated activity. Roughly half of all transactions are attributed to wash-trading and similar practices, with the average payment amount hovering around $0.20. Proponents point to the potential market for AI-driven transactions, which could grow to between three and five trillion dollars by 2030. Until genuine trading volumes substantiate this narrative, x402 remains an infrastructure project in search of its market.


Stablecoin Legislation Advances with Key Compromise


In Washington, a potential breakthrough is emerging for stablecoin regulation. Senators Thom Tillis and Angela Alsobrooks have reportedly reached a compromise on the treatment of stablecoin yields within the proposed Digital Asset Market Clarity Act. The core provision states that passive holdings in stablecoins should not be permitted to generate interest. This is particularly relevant for Coinbase, as revenue from stablecoins surged to $1.35 billion in 2025, becoming the company's second-largest income stream after $910 million the previous year.


The current draft legislation, however, appears to allow for alternative structures. The prohibition targets direct interest payments from issuers, but may not explicitly prevent platforms like Coinbase from offering users discounts or rebates. Owen Lau, an analyst at Clear Street, provides a measured assessment of the debate, noting that the ability to share stablecoin yields is important but "not nearly existential" for the exchange.


CEO Brian Armstrong, whose opposition to an earlier draft once stalled a Senate hearing, is now described by Senator Cynthia Lummis as being more open to compromise. A committee hearing is scheduled for the latter half of April. The path forward remains uncertain, as partisan negotiations on broader bank regulation and personnel matters at the CFTC and SEC could delay the timeline. The midterm elections in November 2026 are viewed as a hard deadline for action.
